Silicone Quaternium-28 is the polysiloxane quaternary ammonium salt formed by the reaction of glycidoxy-terminated dimethicone, glycidoxy-terminated PEG-5, and tetramethyl hexamethylene diamine in the presence of Lauric Acid.
